The main visual elements in this picture are the different countries/regions that are shaking hands, or holding something together, and the main group in the middle. Also, some countries have more hands out reaching out to others.
The issue in the cartoon is about forming alliances.
The cartoonist's opinion on this picture is that countries are allies with other ones. And if you are not an alliance with anybody, you end up crying on the side, with no money. The evidence in the cartoon supports my opinion on how the cartoonist felt because Germany and Austria are in the middle, and look very successful because they are allies with people, and the woman on the side has nothing, and isn't an ally with anyone.
Maybe the artist could have shown more clearly what they are holding, and maybe shown some people who have back stabbed their allies, and shown is they are successful or not.
This relates to the Great Powers game, many people were allies with other countries, and 2 countries did manage to become broke because their "allies" declared war on them.
